IRC, Carles Fishery Code investigation up
Initial rounds of Legislative inquiry takes off this week with members of the 9th Iloilo Sanggunian Panlalawigan (SP) at the helm of the investigation.
With resource persons both in and out of government employ, two principal issues up for SP look is the operations of the multi-million Iloilo Rehabilitation Center (IRC) and the validity of the Comprehensive Carles Fishery Code.
The IRC probe will be conducted by the Committee on Public Order and Safety chaired by First District Board Member Richard Garin. The Carles issue on the other hand will be overseen by the Committee on Fisheries and Aquatic Resource chaired by First District Board Member Macario Napulan.
In a report, The News Today (TNT) gathered that up for discussion of the Public Order and Safety are incidents and controversies that hounded the IRC management for years. The probe was triggered by the latest murder attempt by murder suspects on the life of a fellow IRC inmate.
It was not immediately clear who will stand as primary resource persons here. However TNT learned that among those who signified intent to speak up is former IRC warden, retired Police Senior Superintendent Juan Mabugat.
Meantime slated talks on the Comprehensive Carles Fishery Code is expected to see key players in the fishing industry of Northern Iloilo. The list of resource persons will likewise come from both the private and government sectors alongside direct stakeholders in small and marginalized fishers of Iloilo.
To recall, the Carles Ordinance as presented to the SP for corresponding review was met with early opposition from neighboring town officials.
Brought before Governor Niel Tupas Sr. for 'fish talks and peace talks' were Carles Mayor Arnold Betita and Estancia Mayor Restituto Mosqueda.
Both SP probes are slated later this week.
