Liga congress unify Capiz barangay captains
ROXAS CITY – The congress conducted by the Liga Ng Mga Barangay of Capiz in Boracay Island, Aklan last July 18-20 was fruitful.
Ex-Officio Board Member Clemente "Bodong" Firmalino, Liga president, said that the congress had unified barangay captains in the entire province of Capiz. He added that the congress enlightened them about good governance, and how to handle disaster management in time of calamities.
The said annual congress, which is mandated in the Liga constitution and by-laws, had also solved several issues like the Liga annual dues, insurance program of the national Liga for the barangays and specific issues in every barangay such as health benefits of barangay officials, security and protection of the barangays.
Firmalino said some 325 barangays officials attended the congress. He also said that the Department of Interior and Local Government (DILG) regional director also gave them the authority to tackle disaster management.
During the 3-day congress, activities include dialogue with DILG on the roles and responsibilities of barangays in disaster preparedness and mitigation, Provincial Disaster Coordinating Committee (PDCC) report on typhoon Frank, team building workshop, discussions on barangay planning and rehabilitation after typhoon.
The said congress was also attended by Capiz 2nd District Rep. Fredenil Castro, Vice Governor Felipe Barredo, Ivisan Mayor Felipe Yap, Cuartero Mayor Roger Flores, Dumarao Mayor Leslie Warren Benjamen, municipal vice mayors and SB members.
Sen. Mar Roxas, Gov. Victor Tanco, Sr. and City Mayor Vicente Bermejo who have prior commitments sent their messages to the said congress.
