DPWH starts solon's skywalks project despite mayor's objection
ROXAS CITY – Department of Public Works and Highways (DPWH) 1st Engineering District started implementing the proposed skywalks of 1st District Representative Antonio Del Rosario in front of Filamer Christian College in Roxas Avenue here despite strong opposition from City Mayor Vicente Bermejo.
Newly installed District Engineer Manuel Bayani R. Bukas said that he received a go signal from DPWH central office to implement the said project.
DPWH already conducted the staking and lay-out of structure thru its representative Engr. Albert Legaspi of construction department.
Last August 26, DPWH deferred the scheduled groundbreaking ceremony of the proposed skywalks of Cong. Del Rosario in front of Filamer Christian College and Pres. Manuel Roxas School (PMRS).
Bukas said that they postponed the groundbreaking because they will file a reconsideration from the city engineer's office to issue a building permit applied by the DPWH.
Mayor Bermejo is opposing the skywalk projects for being superfluous and unwarranted for they have been identified and financed without prior consultation with the city engineer and planning officer.
But Del Rosario claimed that the construction of skywalks would benefit the students of the two schools where it will be placed. He said that it was requested by the schools.
He said it will result in smooth flow of traffic while the safety of students and other pedestrians crossing the road will be ensured.
