DILG: Panitan Liga election on Oct. 6
PANITAN, Capiz – Department of Interior and Local Government (DILG) finally decided to set the election of the Liga ng mga Barangay - Panitan chapter on October 6 from 8:30 a.m. to 3 p.m.
The decision was made during a general assembly meeting called by the DILG and presided by the Liga caretaker Ignacio Deocampo.
Before the final decision, a heated argument ensued between Poblacion Brgy. Captain Oliver Delfin and the representatives from DILG.
Delfin claimed that Deocampo has no authority to preside a general meeting citing Art. VII of Sec. 3 of the 1973 Constitution.
He added that under the Revised Penal Code, the public officer whose position is a hold-over shall be penalized when he continues to exercise the duties and powers of his officer, employment or commission, beyond the period provided by law.
However, Glenn Guzman of the DILG Legal Division, said that the authority of Ignacio as caretaker will continue unless revoked by the National Liga President.
"He has an authority as caretaker from the national Liga president," Guzman said.
Delfin is an identified supporter of Tincupon Brgy. Captain Richard Dadivas who was Ignacio's opponent in last year's failed Liga election.
Meanwhile, Delfin also questioned the authority of the Sangguniang Bayan (SB) to suspend erring barangay officials.
Delfin was referring to Brgy. Captain Dante Delmendo who was slapped with 90 days suspension for dishonesty and neglect of duty.
It was learned that first councilor Rolando Bersorio replaced Delmendo as a barangay head. Besorio is Ignacio supporter.
