Batapa scores city gov't on Bacolod Boys' Home row
BACOLOD CITY – City Councilor Jocelle Batapa-Sigue scored Mayor Evelio Leonardia for designating his executive assistant to manage the affairs of the Bacolod Boys' Home, an orphanage established for boys.
Batapa-Sigue, in a privilege speech last Sangguniang Panglungsod regular session, appealed to her colleagues to create a committee that will conduct a legislative inquiry in aid of legislation and policy-setting on the changes regarding the management of Bacolod Boys' Home.
Batapa also scored the failure of the city government in establishing a program to run a 24-hour youth rehabilitation program and 24-hour youth crisis center.
"I am taking the cudgel now to raise this issue before the Sanggunian for the purpose of clear-clut policy direction. Most if not all local government today were taken aback by the sudden implementation of R.A 9344 and are struggling to comply with the law," Sigue said.
She also reacted on the statement of Atty. Goldwyn Nifras that there is no Memorandum of Agreement (MOA) between the City of Bacolod and the Salesians of Don Bosco.
She strongly believes that there was a proposed MOA submitted by the Bacolod Boys' Home and Salesians of Don Bosco along with the City Mayor but it did not reach the Sangguniang Panglungsod.
