Dad pushes for subdivision plans for relocation sites
In order to generate funds for the development of existing relocation sites, the Sangguniang Panlungsod approved a resolution requesting the Iloilo City Urban Poor Affairs Office (Icupao) to apply for the approval of subdivision plans.
The resolution authored by Majority Floor Leader Eduardo Peñaredondo intended to generate funds for the acquisition of additional lands for relocation site.
During the deliberation, Peñaredondo stressed the importance of the subdivision plan in the distribution of home lots to the beneficiaries. It contains specific number of the site and how the area is divided into several home lots. It is also a pre-requisite in conducting an actual survey of each relocation site and for the titling of the property.
The surveyor could not conduct the actual survey without an approved subdivision plan. Any defects in the subdivision plan would be rectified or corrected when presented before the body. "It is for the best interest of the city and the beneficiaries," Peñaredondo said.
Peñaredondo lamented that they have been pushing for the Icupao to apply for a subdivision plan and yet its head Roy Firmeza continually refused to act on it. "There is no fee to be paid and it is the city council that approves the subdivision plan," he said.
He also suggested to include the city mayor as one of the approving authority aside from the city council in all the applications for a subdivision plan.
The subdivision plan as well as the actual geodetic survey are important in the identification of the beneficiaries and in determining the area they have occupied. The subdivision plan also contains open space left for the community such as park and road right of way.
The beneficiaries in the different relocation sites are willing to pay in order to fast track the processing of all the documents required for titling purposes. They can afford to pay from P25,000 to P40,000. The city's 77 hectares relocation sites have no subdivision plans. "The ICUPAO does not want to have it," Peñaredondo lamented.
The majority floor leader said once all the required plans and documents are met, the beneficiaries can start paying their dues. Any amount paid for the processing of the subdivision plan and geodetic surveys will be deducted from their dues.
