Halad sa Kasimanwa sa Sinadya sa Halaran is a campaign that aims to provide the target beneficiaries with something to look forward this Christmas season. The five-day activity was participated by various Project Cooperators such as the local government units (LGUs) in Capiz, business establishments/organizations, civic clubs, religious organizations, institutions, and academe.
Project cooperators participated in the activity by committing what they could share for their KASIMANWA, in the form of cash, goods, or services to the beneficiaries identified by the Capiz Provincial Government and Rotary Club of Metro Roxas (RCMR) in coordination with PSWDO- Capiz.

In the afternoon of December 8, 2008 at the Hall of Governors, several goods were distributed to beneficiaries by the Rotary Club of Metro Roxas led by its president, Pres. Nonoy Evan Contreras (also the Senior Board Member of the 1st Congressional District of Capiz) and the Provincial Government of Capiz officials led by Provincial Tourism Officer Rtn Al Tesoro and Provincial Administrator Rtn Zoe Herrera. The kids and their parents were thrilled by the presence of the live Santa Claus giving chocolates, lollipops and goodies. A non-stop picture taking with Santa lasted for hours, the beneficiaries unmindful of the time and the looming heavy rains that might impede their travel back home due to the rising floods in the adjacent towns of Ivisan and Pontevedra. The kids and adults scrambling to have a picture with Santa was a sight to behold!
