Politics behind absence of power connection at NGC?
BACOLOD CITY – The city government has no other recourse but to use the generator installed by Hillmarc's Construction to power the New Government Center (NGC) in the event Central Negros Electric Cooperative (Ceneco) would deny power connection to the new edifice.
Ceneco President Atty. Vicente Sabornay earlier warned not to give power connection to the NGC if it fails to present the Land Title as a requirement.
Leonardia accused his political opponent as behind the move to deprive the NGC of power connection from Ceneco.
Leonardia said that the P13 million payment for the city's current bill has already been processed and that he was surprised about the land title requirement when most of the squatters in the City of Bacolod also avail of electrical connection even without a land title.
He further said that if Ceneco will insist on this requirement, the taxpayers and Bacoleños will be the one to suffer because they would be forced to use the generator installed by Hillmarc's Construction Corporation.
"Using the generator set is expensive and we have no other option but to utilize it," Leonardia added.
He accused that some members of the Ceneco Board were politically influenced to use the issue on Land Title against the city government.
Leonardia claimed that the landowner who donated the property for the construction of the NGC has a copy of the land title but this document is not available from the Register of Deeds.
He further said that it is the reason why the Landowner requested for the reconstitution of the Land Title but the same was questioned by Mr. Victor Eduardo and Atty. Archie Baribar who filed the complaint before the Office of the Ombudsman that the New Government Center is overpriced.
