City Liga study tour successful – Acervo
ROXAS CITY – City Liga ng mga Barangay President Wilson Acervo said that the chapter’s study tour in Subic, Manila, Pampanga and Baguio recently was successful and fruitful one.
Acervo, who earned criticisms from the local media, said that the said study tour was justified and mandatory based on the Local Government Code of 1991.
He said that 26 barangay captains and 31 Sangguniang Kabataan (SK) officials or a total of 57 persons attended the 4-day study tour last December 19 - 23.
“We learned that the people in Subic are disciplined, especially the drivers that is why there is no traffic congestion there although there are many vehicles,” Acervo said.
According to him, in Subic traffic aides can be seen only beside the highways and their function is only to keep an eye on the traffic violators.
He also observed that all intersections are marked with “stop” sign so drivers have to stop for 2 to 3 minutes.
Acervo also said that the people in Subic worked hard even without salaries when American people left them in 1992. “Subic now is earning P1 million a day and is a well-managed local government unit (LGU),” he said.
The Liga President said that they also visited Lahar villages in Pampanga where Lahar was converted into useful things as a source of livelihood by the local folks.
“All of the things that we learned such as culture, discipline, etc. could be applied in Roxas City barangays,” he added.
He said that village heads like him as well as the SK chairmen have to learn many things outside their jurisdiction.
“It’s like a frog inside a deep well where it may think that the world is composed only of his surrounding but release it from the deep well then it can explore many things outside,” he stressed.
