Conditions set for conversion of Bacolod reclamation area into special economic zone
BACOLOD CITY -- Philippine Economic Zone Authority (PEZA) has laid down the terms and conditions for the Bacolod Real Estate Development Corporation (Bredco) to follow in its plan to convert a 250-hectare reclamation area as special economic zone.
Stipulated under Board Resolution No. 09-001 signed by Jenny June Romero, Acting Corporate Secretary, the approval is subject to Presidential Proclamation and the signing of Bredco's Registration Agreement as developer/operator of the Special Economic Zone.
The Resolution says that prior to the endorsement to the President for Proclamation of the subject area as special economic zone, Bredco shall submit all government clearances, endorsements and documents required under section 3, Rule IV of the PEZA Rules, as amended under PEZA Board Resolution No. 00-263 and PEZA Board Resolution No. 02-342.
Bredco's director for Business Development Tomas de Leon, Jr. said that all documents are available because those are internal in nature except the endorsement from the Sangguniang Panglungsod which they need to ask to the august body.
"If they love our city, I don't see any reasons why they will not endorse it, unless they have something else in mind," he said.
De Leon is hopeful that the SP will support this kind of endeavor “especially that it will create more jobs for the people and development for the city and the province as a whole.”
He said, they have target investors like electrical pole makers from China as well as companies for cellphone and bicycle assembly.
As a minimum requirement, Bredco shall provide the basic structures and facilities in the zone like power, telecommunication facilities, water, firefighting facilities/equipment, sewerage/drainage systems, waste water treatment plant, pollution control devices, paved roads, sewerage system and water recycling facilities. For this purpose Bredco shall submit the detailed development/engineering plans.
