Libel raps readied vs man distributing black propaganda
BACOLOD CITY -- City Legal Officer Atty. Allan Zamora yesterday disclosed that Mayor Evelio Leonardia will file a case of Libel against Henry Dionio y Suarez who was caught distributing leaflets printed with black propaganda against the mayor last February 21, 2009.
Zamora, however, said that they were not surprised with the proliferation of said black propaganda against Mayor Leonardia as it also happened last 2007 election.
Dionio earlier admitted that he was paid to distribute the leaflets but he did not disclose who is behind the black propaganda.
Zamora challenged Diono to expose the person behind the black propaganda so that he could be freed from the Libel charge.
Record from Bacolod Police Station 1 states that Victor Natividad y Pasaporte, 63 years old, member of the Bacolod Composite Enforcement Team and Bernardo Mini y Maganon, 49 years old, along with PO3 Larry Moneva brought and endorsed before the desk officer Henry Dionio who was caught in the act of distributing handbills that full of intrigues.
Zamora said that the witnesses and members of the Legal Enforcement Team will execute a formal complaint against the suspect.
The black propaganda had an acronym of "BUWAYA" which described the alleged irregularities in the government. Letter "B" of the acronym connotes Basurahan sa Barangay Felisa or dumpsite issue where the property owner allegedly taken P9 million. The letter "U" means "utang sa PNB para sa New Government Center. "W" of this black propaganda connotes "Waldas sa P50 million nga furniture and fixtures" or the procurement of the furnitures and fixtures, "A" connotes "Ang wala tupong nga gasto sa gasolina kag krudo" or the misuse of gasoline allowance for the Bacolod City Police Office and other government agencies, "Y" yagangyang sa abroad ni Bing or the travel expenses of the Mayor in going abroad, "A" Aspaltik nga mga proyekto or the alleged fraudulent transactions.
Zamora said that these issues were invented to advance the agenda of some politicians who want to run for the mayoralty post in 2010.
