Capiz PNP chief orders probe on death of mentally ill prisoner
ROXAS CITY – Capiz Provincial Police Office (CPPO) director Sr. Supt. Josephus Angan has directed Roxas City police station chief Leo Batiles to investigate what really transpired during the escape of a prisoner who was later found dead, hundred meters away from the police station.
Angan said that even if the inmate was mentally ill, the incident should not have happened. He said the police on duty seems to have mishandled the prisoner.
Luisito Angeles, 43, of Bayot Drive this city was found dead in the morning of February 23. Several hours before he was found dead, Angeles was reported to have jumped off the police vehicle while on the way to the hospital.
Earlier, Angeles hacked dead his brother Tirso and seriously wounded his 12-year old god son after he ran amok last February 22.
It was believed that the suspect suffered from a nervous breakdown after failing to eat for three days.
Angeles was apprehended by the police and several bystanders and brought him to the police station.
Police said that the suspect inflicted himself by cutting his throat and different parts of his body. He was rushed to the Roxas Memorial Hospital for medical treatment.
However, inside the hospital, the suspect created a commotion by inflicting himself. He was then brought back to the Roxas City police station.
Inside the detention cell Angeles kept banging his head on the concrete wall and the floor.
The police decided to bring him again at the hospital, however, at around 2 a.m. of Feb. 23, while the police was supposed to bring him to the hospital, the suspect jumped off from the police patrol car then escaped.
