Capiz clarifies collection of fees on delivery vans
ROXAS CITY – Office of the Capiz provincial treasurer has clarified that the province is only collecting annual fixed tax on delivery vans or trucks based on the ordinance passed by the Sangguniang Panlalawigan.
Mrs. Wendizima S. Sustento, Asst. provincial Treasurer, told The News Today that the provincial treasurer has deployed several capitol employees to collect the said fees on delivery van per Sangguniang Panlalawigan (SP) Tax Ordinance No. 2, series of 1992.
She said that Section G of the Tax Ordinance stated that annual fixed tax for every delivery trucks or van of manufacturers or producers, wholesalers of dealers, or retailers in certain products.
Sustento denied that the province collect on ‘pass-through’ fees on delivery trucks which was declared by Department of Interior and Local Government (DILG) as illegal.
She, however, admitted that there is confusion since the implementation of the administration's Strong Republic Nautical Highway where delivery vans and trucks from other parts of the country pass by the province in going to their destination in Luzon.
The assistant treasurer said that the province has not yet received any directive from the DILG regarding the matter but the said government agency has only ordered an inventory of the Local Government Units (LGUs) who imposed such fees without corresponding ordinances.
Sustento admitted that it would be expensive on the part of truck owners if every province where they pass collect fees from them.
Mr. Romeo Banico and Mr. Diosdado Llamas told TNT that they never collected the cargo truck of TNT when driver insisted not to be collected of such fees as it only ‘pass-though’ in Sigma.
In published reports run by TNT, DILG Secretary Ronaldo Puno said the guidelines were issued in the midst of reports received by the Department that several LGUs are allegedly collecting illegal ‘pass-through’ fees on delivery trucks transporting livestock and other products.
The Department ordered a probe on 85 LGUs who are reportedly charging ‘pass-through’ fees despite the provisions clearly stated under the Local Government Code that limits and sets the taxes, fees and charges that can be imposed on delivery trucks.
