Capiz dads condemn lower house's Con-Ass
ROXAS CITY – The Sangguniang Panlalawigan (SP) in its regular session yesterday has approved a resolution condemning the Congress initiative to convene into a Constituent Assembly without the indispensable participation of the Senate via House Resolution No. 1109.
The said resolution was authored by Board Member Esteban “Nonoy” Contreras and was approved by majority of his colleagues. Before pushing for the approval of the said resolution, Contreras delivered a privilege speech condemning the move of the congressmen.
Contreras said the proponent of HR 1109 claims that the initiative is for the purpose of highlighting a justiciable controversy to allow the Supreme Court to decide, whether the Constitutional amendments/revision by Congress should be done by both chambers voting separately.
“It cannot be denied that Arroyo administration, whose acumen in employing lies, stealth, and secrecy in governance has never wanted in notoriety, is behind the “Con-Ass” initiative as any amendment that would extend the term of the President or transforming the government into a parliamentary system redound to their awesome benefit,” Contreras said.
Copies of the said resolution was furnished to the House of Representatives, the Senate of the Philippines, and the Provincial Legal Officer for information and support.
