Contractor scores firm's implication in anomalies
ROXAS CITY – The owner of Kirskat Venture which was the subject of the privilege speech of Board Member Rommel Lastimoso decried the linking of his firm's alleged suspension to the anomalies in the Department of Public Works and Highways (DPWH).
Engr. Leodigario Labao said Board Member Lastimoso’s privilege speech was unfair.
According to him, Kirskat Venture was suspended not because of its projects in Capiz but for its failure to buy bid documents before the deadline on February 10 this year in connection with the February 24 public bidding for several projects in Negros Occidental 2nd Engineering District.
Labao said that OIC-Asst District Engr. Randolfo Melosantos and District Engr. Lea Delfinado informed him in writing that his construction firm has a violation for the said failure in which they gave him 5 days to explain.
In his reply, Labao said that he asked his secretary to buy documents but due to the circumstances beyond its control, she was not able to reach her destination since she had prior commitment in Iloilo City.
“In other words, the alleged failure of Kirskat Venture to observe the rules of the bidding was not designed to defy existing rules and procedures of DPWH but solely for reasons beyond its control,” Labao said in his written explanation.
The firm's owner added, he has not yet received suspension order from the DPWH national office and he was surprised of the news from the national newspaper.
He clarified that as a contractor, he has never been blacklisted in any government projects.
Labao, who is an identified supporter of 2nd District Cong. Fredenil Castro, accused his detractors for singling out his firm. He said it's too early to play politics.
The Kirskat Venture owner also said that he will run for board member in the 1st district of Capiz so that he can also deliver privilege speeches against the erring people inside the provincial board.
