Leonardia seeks amendment of PS limitation
BACOLOD CITY – Regular city government employees cannot avail of the mandated salary increase embodied in Executive Order No. 811 which is supposed to take effect July 1, 2009.
Mayor Evelio Leonardia clarified that as of the moment they could not implement EO No. 811 pending their appeal to amend 45% Personal Services (PS) limitation embodied in the said order.
He, along with other local officials, vowed to make representations to the officials of the Department of Budget and Management, Congress of the Philippines and Office of the President for the possible amendment of the said Personal Services Limitation in Executive Order 811.
"As always, the City of Bacolod, has appropriated funds for the said increase in the General Fund Budget for CY 2009. However, with the foregoing constraints, I along with other local officials will make representation to the officials of the Department of Budget and Management, Congress and Office of the President for the possible amendment of the said Personal Services limitation in E.O 811," Leonardia said.
Under the guidelines governing the grant of salary adjustment to all government personnel, it is stated that the effectivity date of salary increase in the Local Government Units is January 1, 2010. On the other hand, it is July 1, 2009 in the case of national government and government corporation. Said increase is subjected to the mandated 45% Personal Services (PS) Limitation.
