Former business partners unmask alleged F2020 inventor
A Filipino businessman currently engaged in the nationwide sale, distribution and aggressive marketing of a fuel-saver additive has been “exposed” by former Ilonggo business partners.
With documents in hand, couple Edgar and Elvie Alamo along with veteran broadcaster Francisco “Ompoy” Pastrana came out to make public the business liaison that turned sour with Bernilo Garay Pacheco.
Pacheco was in Iloilo early this month for a product launching of what he claimed was his invention, F2020 fuel saver and enhancer. The occasion was also used to tell members of the local media that his invention was apparently being copied here. F2020 in Iloilo, Pacheco said, are fake and pointed to a local distributor in Tanza Street, Iloilo City as behind its proliferation.
As such, Pacheco vowed to unmask the Ilonggo ‘fakers’ and announced that corresponding notification to authorities have been made. This, he added, was aimed at stopping the Iloilo F2020 group.
The product launching and public-bashing was carried by various local media organizations that eventually got to the attention of Alamo and Pastrana.
“How can we be carrying fake F2020 products now when these are the very same stocks that Pacheco himself distributed, sold and marketed back in 2005 to 2006 as our authorized distributor? Why is he suddenly saying ours are fake? And how can he be an inventor when this F2020 fuel saver and additive has long been in existence from Malaysia? And since when did he become an Engineer or scientist? We certainly had no idea he was one. We have no problem nor quarrel though if he wants to be called the inventor or Engineer or scientist. What we just want for the public to know is that he is the same Bernilo Garay Pacheco who was once appointed by Mr. Edgar Alamo, then President of 2020 Enterprises to be the Authorized Distributor. That was done in a March 18, 2005 Certificate of Appointment which Pacheco himself signed and accepted,” Pastrana in an interview told The News Today (TNT).
The business dealings though with Pacheco began to have problems following the P507,960 Purchase Order (P.O) of F2020 products made. TNT obtained a copy of said P.O. that was signed by Pacheco and addressed to 2020 Enterprises in Tanza Bonifacio Street, Iloilo City.
Pacheco then identified himself as “President/CEO” of Palmtec International Trading Corporation. Total orders made were 250 boxes of 80 ml F2020, 35 boxes of 280 ml and 40 boxes of 1 liter F2020.
Pacheco caused for the payment of P350,000 yet P163,252 became subject of dispute.
Repeated legal demands for payment were made that had respective counsels of both camps exchange letters.
Lawyer Mario Abella Encinareal, counsel for Pacheco and Palmtec International in one letter-reply acknowledged that his clients “withheld payment of whatever balance due” amidst questions on purported unpaid commissions.
A corresponding assurance was also made for payment once records were reconciled and commission due is defined.
“Be assured that in the event that my client still owes your client any sum of money, the same will be settled without need of resort to court litigation” excerpts of the letter further went.
In the end, no resolution was reached thus the filing of Civil Case for sum of money and damages against Pacheco and Palmtec.
Docketed as Civil Case No. 21458, the case was filed in April 2006 before the Iloilo City’s Municipal Trial Court in Cities (MCTC), 6th Judicial Region.
Pacheco in May 2006 though got into a new company and business partnership, F2020 International Corporation with a Rodolfo L. Tan as chair. Pacheco in this new company was and remains the President and Chief Executive Officer.

F2020 Fuel Saver is a new revolutionary fuel enhancer, an excellent product of extensive research fueled by its vision of “A HEALTHIER AND POLLUTION FREE LIFESTYLE AS WELL AS BIG GAS SAVINGS,” the information stated in the company website.
“We are not the unscrupulous ones here… our operations then in the distribution and sale of F2020 products particularly in Iloilo were covered with government-mandated permits. Mr. Pacheco knows that because he had been dealing with us and managed to get hundreds of thousands worth of F2020 products. We are not here to cause him trouble for his new business venture but we have to put things in proper perspective so the public may know,” Pastrana ended.
