SP passes ‘transparent service ordinance’
BACOLOD CITY -- Sangguniang Panlungsod Member Celia Matea Flor along with SP Member Reynold Iledan proposed for first reading an ordinance institutionalizing transparent services in all government offices in the City of Bacolod.
Flor, main author of the ordinance, said that a number of national laws mandates all elected and appointed government officials as well as public rank and file employees to be transparent in their official action.
“Even the citizen’s charter of Bacolod City, which is the manual of city government services has also been recently approved, stipulating the manner on how the constituents avail of the city’s services,” Flor added.
She said that the purpose of this ordinance is to improve efficiency in the delivery of government service to the public by reducing bureaucratic red tape, preventing graft and corruption and providing penalties therefore.
The Local Chief Executive also enjoined all city offices and its corresponding heads are mandated to post in conspicuous places or at the entrance of their respective offices and/or in the form of published materials written in English and Ilonggo the Bacolod Citizen’s Charter or Manual of City Government Services to be visible for the public to read.
Flor said that under her ordinance, an appropriate sanction shall be followed when there is refusal to accept application and/or request within the prescribed period any document being submitted by a client. Flor added that they could also sanction employees who failed to render frontline service within the prescribed period on any application and/or request without due process of law.
