Zayco backs Pre-audit system for gov’t projects
BACOLOD CITY -- The Commission on Audit has adopted the pre-audit system on any government project as its measure to prevent questionable projects from getting implemented.
This new policy has been implemented since August 1, 2009.
Governor Isidro P. Zayco said that it’s good that COA has this policy where under this system, all government projects and infrastructures are subject to a COA inspection before the signing of vouchers and checks for the release of its budget. Once the COA has certified that the project is “legal” the local chief executive can approve the release of its budget.
Zayco said the pre-audit system is good for local chief executives as this can free them from the risk of facing complaints before the Office of the Ombudsman.
Moreover, Zayco also announced that the provincial government will allocate P30 million for the repair of the Don Salvador Benedicto Memorial Hospital in La Carlota City.
The governor said the budget will be taken from the P900 million loan of the provincial government from LandBank.
Zayco said the P900-million loan was approved during the administration of the late Gov. Joseph Marañon. He said they have only used up P100 million from the said loan.
He added, the P100 million budget was used for the repair of the Provincial Jail Management, Valladolid District Hospital, and Valeriano M. Gatuslao Memorial Hospital in Himamaylan City.
