City upholds ‘no segregation, no collection’ garbage policy
The “no segregation, no collection” policy against solid wastes in all 180 barangays in this southern city will be implemented seriously by the city government backed up by the city’s solid waste management board starting October 16, 2009.
A new schedule of garbage collection will by then be in place to gather all segregated solid wastes from the barangays from 5:00 am to 7:00 pm and to allow massive information dissemination to barangay constituents.
This was announced recently by Engr. Raul Gallo of the General Services Office (GSO) after city mayor Jerry P. Treñas and the waste board approved the “no segregation, no collection” program as a vital component of the city government’s battle against mounting garbage.
Gallo said the program is a vital compliance to the provisions of Republic Act 9003, otherwise known as the Philippine Ecological Solid Waste Management Act of 2000, and as a mitigation scheme on climate change on top of compliance to SP Regulation Ordinance 147.
Gallo said the new garbage collection schedule will be effective for wet wastes such as organics and compostables to be collected by a green truck; and dry wastes such as residuals and recyclables to be collected by a yellow truck at the designated barangay collection point or material recovery facility (MRF) site.
The new schedule is as follows: Molo district collection is from 5 am to 8 am, Mandurriao district from 5 am to 8 am, Arevalo district from 8 am to 11 am, La Paz district from 8 am to 11 am, Lapuz district from 8 am to 11 am, Jaro district from 1 pm to 4 pm and city proper from 4 pm to 7 pm.
The garbage must already be segregated at source or at the household level with a color coding or any form of identification of garbage or containers such as a green bag or tied with a green rope or any material for collected organics or compostables by the green truck.
Gallo said the waste board’s enforcement team is backing up the program by currently going around the city districts to apprehend violators and enforce the law against indiscriminate throwing of garbage, urinating, graffiti and other unsightly structures along the main roads.
He added that the city is currently working on the conversion of the city’s open dumpsite at Brgy. Calajunan, Manduriao district into a sanitary landfill facility in compliance with RA 9003. (PNA)
