Dads want Agpangan as ‘resource person’ on crime solution measures
BACOLOD CITY — Sangguniang Panlungsod Member Al Victor Espino, chairman of the Committee on Police, Security and Jail Management recently proposed a resolution requesting Bacolod City Police Office (BCPO) Officer-In-Charge Senior Supt. Celestino Guarra to allow Supt. Leo Erwin Agpangan to become resource person of the Sangguniang Panlungsod thru the Committee on Police Matters to provide his expertise with regard to law enforcement.
This resolution came in the wake of rampant robbery cases that occurred in the city of Bacolod. The resolution cited that under the Local Government Code 191, R.A. 7160, Section 458 (1) (ii); states that: Maintain peace and order by enacting measures to prevent and suppress lawlessness, disorder, riot, violence, rebellion or sedition and impose penalties for the violation of said ordinances. Espino said that relative to this, the Local Government Unit adopt measures to protect the inhabitants of the city from any harmful effects.
He suggests that his Committee on Police, Security and Jail Management needs a person in authority with expertise in law enforcement for it to effectively enhance legislation with regards to police matters. On the other hand, Sr. Supt. Celestino Guarra believed that this resolution had a clearance with Mayor Evelio Leonardia as far as crime prevention is concerned. He had an apprehension that the role of Agpangan would become a “Liaison Officer” between the office of the Sangguniang Panlungsod and the Bacolod City Police Office. Guarra will give his full comment until he will be furnished with a resolution by the Office of SP Member Espino.
