Capitol honors 2009 awardees for service excellence
In an effort to promote a high level of morale and integrity in public service, the Provincial Government of Negros Occidental honored this year’s provincial awardees and nominees for service excellence as it marks the 3rd staging of the Provincial Awards for Service Excellence (PASE) in an awarding ceremony at the Capitol Social Hall Tuesday.
PASE, which seeks to honor employees whose performance, acts and accomplishments exemplify the best in public service, is supported by the creation of the Committee on Negros Occidental Program on Awards and Incentives for Service Excellence or PRAISE by virtue of Executive Order No. 022, Series of 2006 and composed of Gov. Isidro P. Zayco as Chairman, Enrique S. Pinongan as Vice Chairman with Provincial Human Resource and Management Officer Virginia Parreño, Provincial Planning and Development Officer Ma. Lina P. Sanogal, Provincial Budget Officer Percival P. Salado Jr., Provincial Accountant Merly P. Fortu and PACE representatives Neil F. Mapa and Elizabeth B. Suyod.
The awardees were nominated and judged into four different categories namely, the executive category, professional supervisory, professional-non-supervisory, skilled and unskilled.
The awardees are Merlita V. Caelian of the Provincial Assessor’s Office for the Executive Service Category who also received the Exemplary Behavior Award; Dr. Josephine A. Pahamtang of the Cadiz District Hospital and Carlito D. Indencia of the Office of the Provincial Agriculturist (OPA) for the Professional Category; Yolanda P. Bimbao of the OPA and Lorna L. Garde of the Provincial Health Office (PHO) for the Professional Non-Supervisory; Victoria D. Badayog of the Cadiz District Hospital and Regen B. Besa of the Provincial Veterinary Office for the Skilled Category; and Romeo L. Monteclaro, Jr. of the Cadiz District Hospital for the Unskilled Category.
Each of the awardees received P10,000 cash, plaque of recognition, a wristwatch and a Nokia Music Edition cell phone.
Caelian was also the recipient of the Exemplary Behavior Award and received P10,000 cash, a laptop computer and a plaque of recognition.
The nominees underwent series of interviews and assessments from the board of judges composed of Laarni T. Aguilar of Lifestyle Magazine; Rev. Fr. Sixto M. Bitangjol, former President of UNO-R and now UNO-R High School Department Principal; MBCCI Vice President for Internal Affairs Frank Carbon; Civil Service Commission Senior Personnel Specialist Bethoven M. Tiano; and San Carlos City Local Government Operations Officer Ma. Fatima R. Daiz.
Acting Governor Emilio L. Yulo III commended the awardees for exemplifying excellence in the delivery of basic services and for fully meeting the demands of their constituents.
Other nominees also include Dr. Luisa B. Efren of the Provincial Health Office, Jennifer S. Tumbagahan of the Provincial Assessor’s Office, Corazon B. Galon of the Provincial Veterinary Office, Karen R. Dinsay of the Provincial Tourism Office, Elmer M. Espeja of the Provincial Environment Management Office, Teresita S. Tionko of the Provincial Treasurer’s Office, Cirilo N. Barcinas and Cid Ignatius N. Cuenca both from the Provincial Library Services, Brigido V. Tondo of the Provincial Jail, Ernesto T. Magluyan Jr. of the Provincial Veterinary and Jesse F. Gumapas of the Provincial Treasurer’s Office.
