Balo insists Leonardia is legit founder of BCC
BACOLOD CITY — City Administrator Dr. Rogelio Balo underscored yesterday the claim of former Bacolod City College (BCC) President Dr. Norma Juarez that she and former Bacolod Local School Board Vice Chairman Dr. Teodosio Borres were the founders of BCC.
Balo presented yesterday the Executive Order signed by Mayor Leonardia on November 6, 1996 creating a task force on City College. Balo stated that it was inaccurate for Dr. Juarez to claim as a founder of BCC because it was recorded that Juarez only entered BCC last July 15, 1999.
He also emphasized that the birth of BCC was realized when a task force was created with Leonardia as chairman. Balo also cited incumbent Tourism Officer Imogene Kana-an who was hired by Leonardia as Executive Assistant who also hired to make the feasibility studies relative to the project.
“I just want to confirm that Dr. Juarez entered the BCC last Jan. 15, 2009,” Balo said. He said that he knows all the details of the City College because after it was created, the first officer to sit down on the BCC is Mr. Edgar Agtoto.
Earlier, Juarez refuted the claim of Mayor Leonardia as the founder of BCC. “I still have the record of minutes and Novero moved at about the time when Leonardia was about to adjourn,” Juarez said. On the other hand, Mayor Leonardia only laughed at the claim of Juarez and refuted that Juarez was not admitted for the post because she did not comply the standards set by the Civil Service Commission (CSC).
