Angan says ‘corruption’ issue is unfounded
ROXAS CITY – Senior Supt. Josephus Angan, Capiz PNP provincial director, said that the issues hurled against him are unfounded and malicious. He said this during a radio interview. He added that the accusations came from police officers who do not approve of the way he disciplines the police force.
He provided an explanation to every issue that was brought up. First, he admitted that the food assistance being given to the provincial command was “heartily given” and not solicited by him during their Christmas party. He said that it’s not true that he demanded seafood to be brought home to Cebu City at the expense of the police.
He also denied converting 600 liters of the 700-liter gasoline allocated by the provincial government to the police during the Dungog Indigenous People’s Festival. He said that the festival was successful due to the cooperation of the police in maintaining peace and order.
He also denied cutting by P20 the P150 daily allowance allocated by the provincial government for the 250 police personnel and rather use them for himself.
Angan said that he is ready to face a probe on the allegations and willing to leave the Capiz PNP provincial office once ordered by the PNP hierarchy.
The other issues hurled against Angan, and which he denied were: Cutting the 2009 Gender and Development (GAD) fund of P286,000 for January to June and P315,000 for July to December intended for the Philippine National Police (PNP)’s women and children’s program; pocketing the maintenance and operating expenses (MOE) ranging from P50,000 to P70,000 coming from the Police Regional Office 6; pocketing the Public Safety Mutual and Benefit Funds Inc. (PSMBFI)’s P50,000 fund intended for rescue operations when Typhoon “Frank” hit the province in June 2008; assigning two police personnel to his quarters located inside the CPPO to secure him while he was sleeping; taking home to Manila two computer units donated by the local government; and pocketing the P315,000 budget donated by the provincial government for the repair of the barracks of the 604th Mobile Group and the road from the national highway to the camp.
