Businessman seek people’s initiative for loan cancellation
Bacolod City–Businessman Vladimir Gonzalez led yesterday the filing of the petition before the Commission on Election (COMELEC) Bacolod seeking for the repeal and revocation of Sangguniang Panlungsod Resolution No. 873 Series of 2009 and Resolution No. 866 that granted Mayor Evelio Leonardia the authority to entered into the Loan Agreement with Philippine Veterans Bank for the sum amount of P250 Million intended to acquired lots for relocation site. Gonzalez who represented the 1,000 petitoners before the COMELEC said that they will invoke the power of Local Initiative and Referendum since their petition was not acted upon by the Bacolod City Council within 30 days.. Gonzales opposed for the move of the city government to entered into a loan contract with PVB because of its short process when they take up this matter before the session last previous weeks. “The Sangguniang Panglungsod was given thirty (3) days from its presentation to favorably act on the said petition, otherwise the proponents through him as the duly authorized and registered representative may invoke invoke the power of initiative per sub. (b) Section 12, RA 6735”, Gonzales said.. He believed that his action is legitimate because the SP failed to act favorably his request. On the other hand, Election Officer Atty. Ryan Castro confirmed that this petition for initiative and referendum will be forwarded to their main office in Manila for adjudication. Castro did not give specific days when this matter will be resolved.
