Former dad faces criminal case for shooting civilian
ROXAS CITY – A former Sangguniang Bayan (SB) member of Panay town is facing criminal charges after he shot a civilian last week at the town’s poblacion.
Jose “Joe” Bigcas, a three-termer SB member, was pointed by several witnesses, as the one who shot Reynaldo Barrera, 60, of Poblacion Tabuc, Panay, Capiz.
Barrera suffered gunshot wounds on his arm. He was rushed to a nearby hospital in Roxas City where he is now out of danger.
P02 Marvin Balmis, investigator of the Panay PNP Station, said that the incident took place at around 6:30 PM on Dec. 27, 2009 in one restaurant at the town’s poblacion.
According to him, Bigcas, who was allegedly under the influence of liquor at that time, got irked with Barrera when the latter stared at him.
The police investigator also said that a .45 caliber believed to be used by the suspect was recovered and is now in the custody of the police.
Balmis said that Bigcas strongly denied owning the gun and shooting Barrera. He added that he has delegated the case to his lawyer.
Bigcas, supposed to be detained at the locked cell of Panay PNP Station, is now in a hospital for medical treatment.
