Proposed landfill don’t have ECC yet
BACOLOD CITY — City Environment and Natural Resources Officer Max Sillo confirmed recently that the proposed site of a sanitary landfill in Barangay Felisa has no Environmental Compliance Certificate (ECC) yet from the Department of Environment and Natural Resources (DENR) since it is embodied in the terms of reference of the contract that the winning bidder which is A.L Salazar Construction Corporation will be the one to secure the necessary documents including said ECC.
This confirmation came after the group called Alliance Kontra Basura (Alkoba) led by Ma. Fe Tresfuentes claimed that the sanitary landfill project could not proceed unless the city government will apply for ECC as a pre-requiisite for landfill construction.
“It is very clear in the terms of reference embodied in the contract that A.L Salazar as a winning bidder along with its joint partner Woodfield Construction will be the one to apply for ECC as a basic requirement for the landfill,” Sillo said.
He also said that it is incumbent upon the winning bidder to comply with all its obligations as discussed during the start of the bidding process for a design and build scheme.
A.L Salazar Construction is presently based in Wilshar Olaza, San Juan City while its joint partner Woodfield Corporation is holding office in Camias, Quezon City.
Sillo believes on the track record of A.L Salazar which built the sanitary landfill situated in San Mateo, Rizal and also in Montalban, Rizal.
“If we base on their track record, they are capable to establish our landfill just like what they did in Rizal,” Sillo added.
Earlier, Tresfuentes assailed the city government for putting up a sanitary landfill without ECC.
