Tanco: ‘Case filed against me is politically motivated’
ROXAS CITY – Capiz Gov. Victor Tanco, Sr. said yesterday that the case filed against him and 11 others is politically motivated and is a mere political harassment.
“BAC (Bids and Awards Committee) will answer the case in the Ombudsman,” Tanco said in a radio interview.
According to him, the issue was already answered by BAC, “wala kita mahimo, harassment gid ‘ni ya, they picked somebody to file case,” he added.
Tanco and 11 others were accused criminally in the Office of the Ombudsman for allegedly violating Section 2 and 3 of the Republic Act 9184 (Government Procurement Reform Act) and Republic Act 3019 (Anti-Graft and Corrupt Practices Act).
Tanco’s co-accused were: Bids and Awards Committee (BAC) Chairman and Provincial Budget Officer Antonio Arbis, BAC Vice Chairman Zoe Herrera Jr., BAC Members Atty. Jose Villanueva, Engr. Edgar Agana, OIC Provincial Treasurer Wendizima Sustento, Provincial Health Officer Dr. Jarvis Punsalan and Provincial Accountant Ernie Arcenas.
Also accused are private individuals Romel Vilparina, Rene Gonzaga of Avescor Motors Inc., a certain Jane of Dancorr Auto Supply and Roselyn Moreno of William Auto Supply, all of Roxas City.
Complainant Fernando Amutan, a resident of Bailan, Pontevedra, Capiz, alleged in his five-page sworn affidavit, that respondents conspired to cheat the government and commit illegal and immoral acts to the great prejudice of the public.
The complainant said that the bidding for an ambulance conducted on February 6, 2009 was rigged in favor of Avescor Motors.
The said bidding was participated by three bidders, namely: Avescor Motors, William Auto Supply, and Dancorr Auto Supply, but only Avescor is legitimate bidder since the other engaged in selling auto parts/accessory, the complainant said.
The complainant alleged that there was an anomaly on the bidding and there was overprice on the purchase of hospital ambulance in the amount of P1,140,000.00.
