DILG Manila cites Bacolod’s practices in local governance
Personnel from the Department of Interior and Local Government (DILG)-Manila visited the New Government Center, yesterday, to inquire into the policies and procedures adopted by the City Government of Bacolod that makes it one of the more successful LGUs in the country.
A team of seven: Rudelita Remoroza, Ma. Cristina Rubio, Gemma Macatangay, Evelyn Jiz, Aser Javier, Ma. Matilde Go, and Edward Templongco were entertained by Acting City Administrator Atty. Goldwyn Nifras, Secretary to the Mayor Rodel Parcon and Bacolod Housing Authority Office Head Josephine Segundino.
The DILG team is coming up with a policy paper with the end of formulating capacity building programs for local government units. They have picked Bacolod as one of its sources of data and information because Bacolod is famous for its practices in local governance.
The city of Bacolod won 1st place in the EXCELL Awards for 2009 with 3 minor awards in the categories: 2nd place (Best Performing City), 1st runner up (Excellence in Social Services) and 2nd runner up (Excellence in Local Legislation).
Secretary to the Mayor Parcon said that Bacolod’s success is mainly due to its leadership which is professional and participative in nature. He said that the city is a “small town” that makes it easier to manage and is run by a mayor who belongs to an age-group–the present “captains” of local industries. He said the contemporaries of Mayor Evelio Leonardia now run most of the businesses in the city.
