Pagdilao: PNP is no super body
The Philippine National Police is no super body, and a police general is surely no superman.
This was stressed by Police Regional Director Samuel Pagdilao Jr. as he bared his missions and goals for Police Regional Office 6 yesterday.
“The PNP cannot do it alone. We know that for a fact. We admit that. We can assume that we can do everything. Even the President who is the most powerful official in our land, said he is not a Superman,” he added.
Pagdilao said the PNP is not a super body and it needs the help of everybody in the community.
He claimed that there is a need for the fourth element of the formula, which is to mobilize, organize, and make every Filipino citizen participants in the war against crime and threats against peace and security.
“And of course, we need the help of the multi-media. We need to communicate what we want done to everybody,” he said, citing the need to use the tri-media – print, broadcast, and television and the new media like internet and text messaging.
“We could not second guess our citizens. We need to inform them of what we are doing because if they know what we are doing, then they may be able to help us,” he added.
In his speech, Pagdilao said that foremost in achieving his missions and goals is for him to set an example.
Secondly, as directed by PNP Chief Director General Jesus Verzosa, he claimed that he would develop leaders at all levels.
“I will see to it that seminars and other activities that will develop the leadership of our heads of offices will be conducted. This will also be given to our police commissioned officers because, sooner or later, they, too, will be either chiefs of police or city and provincial directors,” he said.
Thirdly, Pagdilao vowed that he would personally see to it that rules, regulations, policies, and programs of the PNP are religiously observed.
“I will hold the heads of offices and immediate supervisors accountable for their implementation and observance,” he said, pointing out that the PNP Integrated Transformation Program is one great plan that should be fully understood, internalized, and implemented.
Fourthly, Pagdilao said he would attend to the fair but strict implementation of laws and ordinances,
“I will work for the faithful observance, among others, of traffic rules and regulations, to realize what President Aquino desires na dapat “walang wang-wang, walang counterflow, walang tong.”
Lastly, the PRO-6 chief said he would move to strengthen the PNP’s feedback mechanism so that he would be able to know the sentiments and desires of his fellow officers, government officials and employees, local government officials and general public.
“These maybe a tall order but I know that if we will all unite in these efforts, we can succeed,” Pagdilao said.
Noynoy cites People Power in first Palace flag rites
President Benigno Simeon Aquino III in his first flag raising ceremony with Malacañang employees today, called on Palace personnel to unite and support him to keep the spirit of People Power alive.
“Hinihiling ko sa inyo ang inyong pakikiisa upang lalo pang tumingkad at manatiling buhay ang diwa ng People Power. Ito po ang nagdala sa atin dito sa Palasyo. Inaasahan ko po na ito rin ang tutulong sa atin upang maisagawa ang ating mga tungkulin (I ask for your unity and cooperation so that the spirit of People Power will be enhanced and kept alive. This is what brought us here to the Palace. I expect that this (People Power spirit) will ever be there to guide us so we can fulfill our duties and responsibilities,” the new Chief Executive said.
The flag-raising rites was attended by some 150 Palace staffers, many of whom worked during the incumbency of her mother, the late President Corazon Aquino, from l986 to 1992.
Aquino said he did recognized the same faces that were of great help when the Cory Aquino presidency were hobbled by crisis.
“And you did not abandoned us, “ he added.
Joining the President at the flag rites were Executive Secretary Paquito Ochoa Jr., and Presidential Management Staff chief Julia Abad.
In his speech that followed the singing of the National Anthem and the Pledge to the Flag, the President called on the employees to support him and his administration as it embarks on the task of nation building.
“Katulad po ng aking nasambit noong Miyerkules, ang pagtahak sa tuwid na landas ay hindi ko makakamit nang mag-isa,” the President said, adding, “Kinakailangan ko po ang inyong tulong, katapatan sa serbisyo at pag-unawa lalo na sa mga pagkakataong tila hindi na ako makausap sa dami ng iniisip.”
“Magtulungan tayo para sa ikauunlad ng sambayanang Pilipino at para sa magandang kinabukasan ng darating pang mga henerasyon,” Aquino said.
Aquino then thanked the employees especially those who had served under his mother’s administration and now are working for him.
“Ako po’y lubos na nagagalak na makasama kayo lalo na po ang ilan sa inyo na nakilala ko na noong manungkulan ang aking ina at ngayon ay makakasama kong muli,” he said.
“Marami po akong alaala mula sa panahong namalagi kami sa palasyo. Marami kaming naging kaibigan kahit marami kaming naka-bangga,” he added.
“Sa lahat ng pagsubok, nagbantay kayo at nag-aruga. Hinding-hindi ninyo kami pinabayaan,” the President said.
