Pagdilao reveals plan to reorganize PRO-6 staff
Chief Supt. Samuel Pagdilao Jr., police regional director, said yesterday he will soon institute revamp among his subordinates in the Police Regional Office 6.
“We are looking on the number of years the members of the staff have stayed in their positions. That would come into play in the decision to institute some changes in the PRO-6 command staff,” he said.
Some members of the PRO-6 staff and other subordinate commanders have already reached their two-year stint of duty.
But Pagdilao did not disclose who will be affected by the revamp, only that it might happen “in a couple of days.”
He said he will first review the records of his subordinate commanders before the relief and reassignment will take place.
One of the PRO-6 staff who has remained in his position for some time is Regional Intelligence Division chief, Senior Supt. Cornelio Defensor, who has stayed in his post for about four years already.
Local police commanders – from chiefs of police to police and city directors and even regional directors – are normally allowed a two-year tour of duty.
“It can be stretched to three years. The same principle can also be applied to staff officers. When you’re assigned too long at one post, you get burned out. You will reach a certain level that even your motivation is affected,” Pagdilao said.
But going beyond the two-year stint is acceptable, especially if it is for “exigency of public service,” he said.
This means an official’s service is urgently needed and delay in its execution and delivery will adversely affect the outcome of the service.
Along with this justification, Pagdilao also acknowledged the National Police Commission Memorandum Circular 2001-010.
Under Section J, it is stated that “any police officer assigned or reassigned to any key position in the PNP shall have a maximum tour of duty of two years, provided, that on his first year of incumbency, he shall not be relieved or recalled from duty except for cause, in which case, appropriate administrative disciplinary measure shall be filed.”
It added “that in no instance shall a police officer be relieved or recalled from his assignment or position on account of change of leadership either on the PNP or the local government and provided, finally, that the personnel action of transfer shall never be resorted as a form of administrative sanction.”
