All Saints’ Day crimes in WV drop
The Police Regional Office 6 has noted a drop in crime incidents in Western Visayas during this year’s observance of the All Saints’ Day on November 1 compared to last year.
Chief Supt. Cipriano Querol Jr., police regional director, said only two stabbing incidents were reported this year while in 2009, five stabbing and seven shooting cases.
The two stabbing cases reported were in Brgy. Victorias, Dumangas, Iloilo and Sigma, Capiz.
But both incidents did not happen in a cemetery or near it, he said.
On November 1, Querol said four handguns and three bladed weapons were confiscated in different parts of the region.
It’s no luck that the region’s Halloween celebration was peaceful, he said.
Querol attributed the peace and order to the implementation of the quad concept of operations.
“In the quad concept of operations, we start with intelligence which involves pre-emptive measures like monitoring of lawless elements, utilization of barangay information network and preventive measures,” he explained.
Querol said the Philippine National Police established public assistance centers in seaports, terminals, churches, cemeteries, and even along the highways.
“Added to that, we have crime-prevention operations like intensified visibility patrols, utilizing this time members of the barangay peace keeping actions teams, which I saw for myself when I had inspections in other provinces,” Querol said.
Third is police-community relations, which is more of mobilizing the non-government organizations, and fourth, case resolution.
“We have two cases to resolve and fortunately, the suspects were all identified,” Querol said.
Aside from the quad concept of operations, he said one component was added – information operation.
Before the All Saints’ Day, Querol said he ordered all city and provincial police director to go “on air.”
“I told them to utilize the media to disseminate security measures so that they could solicit the active support of the community,” he said.*
