‘Colorum’ vehicles mar tricycle number coding
ROXAS CITY – The first day of the tricycle number coding scheme here Monday ran smoothly, with tricycle drivers earning more income, but the presence of “colorum” vehicles was monitored.
“Colorum” refer to public utility vehicles operating without a franchise.
Several drivers said it is unfair to legitimate franchise holders like them to compete with “colorum” operators who do not have mayor’s permit and who do not pay other fees required by the City Hall.
On Monday, the number coding scheme started officially after a month-long dry-run from September 15 to October 15.
It is provided in Ordinance Number 040-2010 or the “Unified Tricycles Volume Reduction Program/Number Coding Scheme” that regulates the operation of tricycles on all roads in the city.
The ordinance, authored by Councilor Powell del Rosario, states that tricycles are not allowed to travel or use the city roads from 6 a.m. to 6 p.m. on a particular day based on the last digit of their respective city numbers as follows: 1-2, Monday; 3-4, Tuesday; 5-6, Wednesday; 7-8, Thursday and 9-0, Friday.
Violators will be penalized the following: first offense, P200 fine for the driver and/or franchise owner; second offense, P500 fine for the driver and/or franchise owner; third offense, P1,000 fine and seminar under the Tricycle Franchising Regulatory Unit/Traffic Section for the driver and/or franchise owner; and fourth offense, automatic revocation of franchise.*
