Policemen still top HR violators
Members of the Philippine National Police are still the top human rights violators in Western Visayas, based on records of the Commission on Human Rights 6.
Atty. Jonnie Dabuco of CHR 6 said this is primarily because of the nature of their work, which exposes them to human rights violations.
This year, the CHR 6 has received 20 complaints against policemen.
Dabuco said number though is lower compared to last year’s 23 and 31 cases in 2008.
Most of the complainants against policemen were women.
CHR 6 records also show that most of the complaints were for grave threats, murder, and physical injuries.
Others were for unlawful arrest, grave misconduct, arbitrary detention, neglect of duty, maltreatment, and violence against women and children.
Dabuco said that in previous years, some cases filed against policemen were dismissed for lack of probable cause.
Meanwhile, the National Police Commission 6 revealed that most of the offenders from the PNP are those with the rank of Police Officer 1, who have the highest record of administrative cases.*
