Another illegal quarrying ordered stopped in Dumarao
ROXAS CITY – Another illegal quarrying of limestone was ordered stopped by the provincial government’s Mines & Geo-Science Development Service Unit (MGSDSU) in Dumarao, Capiz recently.
Provincial Engr. Edgar Agana, who is concurrently OIC of MGSDSU, issued “Cease and Desist Order” (CDO) to Mr. Jovelino Llamado of Brgy. Aglalana of the said town for quarrying of limestone without permit last June 1, 2010.
The said issuance of the CDO stemmed from the complaint raised by Mrs. Helen Diaz-Suan of the said place alleging that Llamado and Mr. Rogelio Bernas conducted illegal limestone extraction activity at the area of Brgy. San Juan, Dumarao, Capiz.
When the team of MGDSU probed the said complaint, it was found out that there was no operation at the permitted quarry area applied by Salvacion Llamado, wife of Jovelino, who has granted a permit from January 23, 2003 to January 22, 2007 with an area of 2,730 sq. mtrs. However, Jovelino conducted a limestone quarrying at the previous permitted area of Mr. Francisco Pallada at San Juan of the same place. Earlier, Agana issued a CDO to Ric Angelo A. Arcenas for violation of Philippine Mining Act of 1995.
The CDO was issued to Arcenas after Alfredo V. Amvion, resident of the said place, complained to Gov. Victor Tanco, Sr. regarding the alleged illegal quarrying operation at the said place which could result to landslide during the rainy season.
The MGB regional office and the MGDSU conducted an ocular inspection on the quarry site where they found some heavy equipment such as one bulldozer, two backhoes, one road grader and 16 wheeler dump trucks.
Arcenas, based on the records, was granted quarry permit No. 04, particularly in Lot No. 832 at Brgy. Cudian, Ivisan, Capiz with an area of 29,554 square meters.
The investigating team found out on the plotted five GPS coordinates reading, that the subject quarry operation falls on the applied area of Arcenas, particularly Lot No. 829-C and lot no. 829-D with an area of 47,306 square meters.
The team also found out that there is no quarry operation on the area applied by Arcenas, however, the illegal quarry operations were conducted on the non-permitted area which is also owned by Arcenas.
Agana, who signed the CDO, stated that he ordered Arcenas to refrain from further conducting quarry operation in the said area until proper permit or authority is granted.
The said reports of illegal quarrying operation was made by Engr. Razel Demontaño and other provincial engineer’s office personnel under the office of the governor.
