2 DILG ladies get CSC awards
For the second consecutive year, two DILG Region VI personnel were lauded by the Civil Service Commission (CSC) for exemplary performance in formal ceremonies held at the Cultural Center of the Philippines (CCP) on September 21, 2006.
LGOO V Emmie Macogue-Cawaling of Nabas, Aklan and Disbursing Officer II Gina Caniezo of DILG-Antique Provincial Office were named as Pag-asa and Dangal ng Bayan awardees, respectively.
The Dangal ng Bayan award is conferred on an individual for performance of exemplary act or public service and consistent demonstration of exemplary ethical behavior on the basis of the nominee's observance of commitment to public interest, professionalism, justness and sincerity, political neutrality, responsiveness to the public, nationalism and patriotism, commitment to democracy, and simple living.
Caniezo, a Certified Public Accountant who once worked in a major private corporation, was cited “for her professionalism and unexpected initiative. She applied as expertise borne from her previous high position in the private sector and unmatched by her lowly position now to change office systems and procedures. Not only did these cut cost and time; not only did these promote employee satisfaction; but also raised work standards in her organization.”
As Dangal ng Bayan awardee, Caniezo received a trophy designed by National Artist Napoleon Abueva, cash prize worth P100,000, and an automatic promotion or an increase in salary equivalent to the next higher position.
Meanwhile, Cawaling, who rose from the ranks, was conferred with the Pag-asa award “for giving participatory governance a new meaning to the (local government units). She harnessed the capacities of civil society organizations in the delivery of basic services and projects. Under her stead, barangay secretaries, treasurers, Tanods, usually relegated to support functions, became more visible anchors of the community in service delivery. To enable LGUs and development workers to benchmark data and draw up a socio-economic profile of communities and households, she introduced such innovations as the Green Passport Card, which monitors barangay officials' participation and compliance with DILG directives.”
For her efforts, Cawaling received a gold (gilded) medallion, a citation plaque, and P50,000. Cawaling is the third DILG-6 personnel to receive this award, after LGOO VI Clyne Deocampo and LGOO V Berlito Baldevia in 2005.
“We are bursting with pride to have such exemplary personnel in our ranks,” said DILG Regional Director Evelyn A. Trompeta. “To have won such prestigious national awards for two years in the running is a confirmation that our system of evaluating our personnel is very effective. Gina and Emmie are additional inspirations for us to do our best in serving our clientèle.”
