Pavia's 'lupong tagapamayapa' is region's best
The regional office of the Department of the Interior and Local Government (DILG) here said that the Lupong Tagapamayapa of Brgy. Cabugao, Pavia has been chosen as the "Best Lupon" in the region for this year under the 1st to 3rd class municipality category.
The group bested other provincial finalists in the regional level search of the DILG's Lupon Tagapamayapa Incentives Award that aims to recognize a Lupon with exemplary performance in the Katarungang Pambarangay program.
The two remarkable points of the group cited by the evaluators include the sustainability of their effectiveness as attested by their existing Lupon documents which dates back from 1998 to the present and their efficiency of furnishing the offices of the DILG - Pavia, the Municipal Circuit Trial Court (MCTC) and Pavia PNP copies of case proceedings five days upon settlement.
The evaluators are composed of the DILG Regional Director as chair, Regional Trial Court Judge as Vice Chair and representatives from PNP, IBP, NGO and private sector as members.
Punong Barangay Pascual Maldecer who is at the same time the Lupon Chairman said that a total of 32 cases were filed to their Lupon within the evaluation period, July 2005 to June 2006. Of the total number of cases filed, 23 have been settled by him as Lupon Chair, 2 cases were settled by the Pangkat ng Tagapagkasundo, 6 cases were referred to the proper venue (the place where the respondents reside) and 1 case related to land dispute was given a certification to file in court which as a whole is equivalent to 96% rating of effective settling disputes.
"The settling of disputes is a sizable contribution to the peace and order situation of the barangay which in terms of the social cost or value can not be measured but its impact in the barangay is deep and far-reaching', said Malceder.
Malceder attributed their success to the education and trainings they underwent that enhanced their skills, capabilities and values leading to the improved performance in mediation and conciliation proceedings.
On his part, Mayor Arcadio Gorriceta proudly recognized these outstanding performances displayed by the Pavianhons as he takes pride in seeing that his leadership is in fruition by greatly influencing the lives of his "kasimanwas".
Last September 7, the Tanods of Brgy Aganan, Pavia was also adjudged as the "Best Tanods" in the region. (MDIO/PIA)
