Pavia coop bags 2006 CLPA most outstanding cooperative

A cooperative in the municipality of Pavia was named the best in the country last year while the municipal government under Mayor Arcadio Gorriceta bagged the most outstanding Partner LGU in the Philippines.
In ceremonies held last week in Metro Manila, the Pavia Entrepreneurs Multi Purpose Cooperative (PEMPC) was adjudged the Most Outstanding Cooperative in the municipal government category during the 2006 Awards for Excellence in Cooperative -LGU Partnership (CLPA).
Ms. Mila Layog, Officer-in-Charge of the Provincial Cooperative Development Office, said PEMPC will receive P500,000.
The Dingle Government Workers Credit Cooperative (DGWCC) was also named as one of the Outstanding Cooperatives in the same category same with the Dingle municipal government as Outstanding Partner LGU. DGWCC will receive P250,000.
On the other hand, the San Dionisio Credit Cooperative of Paranaque City and the Paglaum MPC of Misamis Occidental were named most outstanding cooperatives in the city government and provincial government categories respectively. Both cooperatives will also receive P500,000 each.-
Layog said the National Steering and Selection Committee and the organizing institutions were composed of the Office of Senator Aquilino "Nene" Pimentel, Cooperative Development Authority (CDA), the University of the Philippines National College of Public Administration and Governance (UP-NCPAG), the Polytechnic University of the Philippines -- College of Cooperatives, the Land Bank of the Philippines (LBP), Bridge Com and Touch Mobile, Union of Local Authorities of the Philippines, Asian Institute of Journalism and Communication, and Globe Telecom. It was this committee which sent a call for nominations through government agencies, the media and civil society organizations.
Of the 72,000 registered cooperatives nationwide, only 80 nominated cooperatives qualified for the Cooperative-LGU Partnership Award (CLPA) 2006 based on the criteria for selection and documents submitted for evaluation. Of the 80 nominees, only 37 cooperatives were chosen for site validation, Layog said,
Based on the site validation reports, the National Steering and Selection Committee selected 17 outstanding cooperatives for the partnership with provincial, city and municipal governments.
Other outstanding cooperatives were: Dingle Government Workers Credit Cooperative, Manatal MPC, Maragusan Waterworks and Sanitation MPC, Maranding Women Investors MPC, and Taba-ao Cuba MPC in the municipal government category; El Grande MPC, Ninoy Aquino Pilot Community PMC, Novaliches Development Cooperative, San Jose Del Monte Kooperatiba ng Bayan sa Kaunlaran and St. Jude MPC in the city government category; Bongabong Coconut Farmers MPC, Cebu Court of First Instance Community cooperative, Ipil Consumers MPC, and Mangloy MPC in the provincial government category.
The 16 other outstanding cooperatives in 3 categories will receive P250,000 each as cash prize.
The CLPA was initiated in 2002 to honor and recognize cooperatives who have partnered with local governments to pursue social or economic development. It aims to encourage cooperatives and local governments to be innovative and creative in promoting community empowerment, poverty alleviation, and local development; to identify, popularize and disseminate best practices and lessons learned in cooperative-LGU partnership at the local level that will serve as foundation for research and practice and to recognize the achievements of cooperatives who worked hand in hand with the local governments in the implementation of projects that contributed to the improvement in the quality of life and empowerment of local communities.
PEMPC started in 1996 with 104 market vendors as members which operated on two major programs and services: 1) accumulation of funds out of a mutual fund to help a member when hospitalized ; 2) assisting the municipal government in maintaining the cleanliness of the public market toilet, the cost which was taken from their daily contributions. In 1998, 12 members of the association initiated a plan to convert the association into a cooperative and after several months, it began its lending project.
For the last seven (7) years of its existence as a cooperative, PEMPC has served, and will continue to serve its members as an instrument of change for total human development. Its membership has grown 259 with a total paid up of P2.835 million and have extended its services to municipal employees, barangay officials, public officials, public school teachers, other vendors within the periphyl of the public market, tricycle and PUJ owners.
DGWCC, being managed now by Mr. Rene Ariola, started operating in January 1992 with 40 original members and a paid-up capital of P40,800.00. The said cooperative has displayed a consistent increase in membership which totaled now to 742 members, members equity, net surplus, net worth, and assets amounting to P50,150,415.03 and savings deposit of P16,404,531.69. In its 13 years of operation, DGWCC has successfully catered to the financial needs of its members and has provided them livelihood and providential loans. It also provides scholarship to deserving children of members, hospitalization, death and burial benefits, loan insurance benefits for members, and retirement and separation benefits for its employees.
As a recipient of various regional awards and the Gawad Pitak National Award in 2004, DGWCC is regarded as a tangible model of success of the cooperative way of life in Region VI.
