PRO 6 warns public of fake 'Dulay'

Police Regional Office 6 is warning the public of the caller who identifies himself as Chief Superintendent Wilfredo Dulay Sr. and is soliciting financial assistance for allegedly humanitarian projects.
The report states that the suspect speaks and sounds like the Dulay himself and requests his victims to deposit their donations to any Metrobank outlet with Account Number 306128326 in the name of Ma Angela Lacerna.
Alarmed with the modus operandi of this unscrupulous person, Dulay directed all police units in the region to be vigilant and exert maximum efforts to identify and immediately arrest the suspect who victimizes several business establishments and well-to-do families here in Iloilo City.
Dulay also believes that the suspect using his name is the same person who extorts several businessmen and rich families in the provinces and cities in Western Visayas by posing as as the Provincial or City Director.
The top cop wants to reiterate to the public the standing regulation that prohibits the police from soliciting money from anyone or any group. He said the PNP National Headquarters allocates budget for whatever projects -- humanitarian or otherwise, of the organization.
Thus, Dulay enjoins the public to immediately report to the nearest police station any person who solicits money, especially by telephone call, for proper police action. Any concerned citizen may also call the Hotline 116 or 117 for police assistance.
