City Hall demolition to be made under negotiated contract

For lack of interested bidders, the city government is bent on implementing the demolition of the City Hall building under a negotiated contract.
This after after the city incurred three failed biddings for the said works.
Mayor Jerry Treñas said the city's Bids and Awards Committee (BAC) proposed for a negotiated contact since no bidder expressed interest to undertake the demolition of the city hall building at the contract price of P900,000.
The demolition is expected to commence next month after all the city government offices have already transferred to Robinsons mall.
The BAC, chaired by Atty. Edgar Gil, chief of the City Legal Office, wants to immediately start the bidding for the construction of the new city hall building after the contract for design was already awarded to William Coscolluela. The contract price for the design alone amounted to P12 million. The rough estimate for construction of the edifice is P329 million.
Several bidders decided to withdraw from the bidding because of the lesser contract price for design of the new city hall building. He also clarified that the new city hall building will be a nine-storey building and will include a rooftop multi-purpose function hall. There will also be four elevators.
The inclusion of a multi-purpose function hall is a requirement from the Land Bank of the Philippines. The city government made a loan at the Land Bank of the Philippines for P350 million. An additional P20 million will come from the city's coffers. The amount was taken from the unpaid taxes of corporations to the city government.
The local bids and awards committee has a target of 17 months or one year and five months of construction period for the new city hall building. They have a target date of construction October 2007 to March 2009.
