PhilHealth requires billing statement in submission of claims
A duly attested Statement of Accounts or Billing Statements signed by the member is now a requirement to be attached in the submission of claims. A Memorandum dated September 19, 2007 requires all Health Care Facilities to comply with the latest guideline in all discharges beginning October 1, 2007.
The new policy would then address the numerous complaints by the members and the observed inconsistency by PhilHealth in the amount indicated in the Billing Statement as compared to the PHIC Form 2, which lists all drugs & medicines and other laboratory examinations and supplies utilized by the patient during a certain confinement. With this, PhilHealth opted to liberate an addendum to Memorandum dated October 10, 2006 requiring the submission of Statement of Account and attachment of Official Receipt as basis for ensuring availment of benefits due to the member.
In cases wherein the member is incapable or unavailable to sign the attestation, his/her immediate family members can do so but must indicate the reason for signing. However, if the member is an orphan or an abandoned minor, the guardian may sign the said Statement of Account. A mere notation from the one signing or a duly signed written certification of the fact of absence by the member will render sufficient proof for its validity.
This is a valuable effort of PhilHealth to do away with any discrepancy in filing a benefit claim with the corporation.
