SK fed'n bets barred from campaigning before Dec. 6
Newly-elected Sangguniang Kabataan chairmen who are vying to become federation president are prohibited from campaigning before the scheduled election on December 6, 2007.
The violator could be administratively charged for grave misconduct as provided in Department of Interior and Local Government (DILG) Memorandum Circular 2002-123.
Said DILG memorandum prohibits the "campaign before the scheduled date of elections." Each nominee shall however be alloted equal time to speak on his qualifications, platform and programs but only during the scheduled date of election where he could so campaign.
So far three SK chairs, John Melchor Mabilog, nephew of Vice Mayor Jed Mabilog, and Frances Grace Parcon, daughter of Councilor Armand Parcon, and Keisha Pesina, daughter of Councilor Antonio Pesina, have publicly announced their bid to run for federation president.
The DILG memorandum prohibits the posting or distribution of campaign materials which would boost or tend to boost the candidacy of any Pederasyon official for such elections.
It is likewise against the circular "to make gifts, donations or promises or pledges of any kind for any occasion directly or indirectly to any SK chairman or Pederasyon officials before, during and after the election."
The same circular said it is also illegal to provide transportation, food or drinks, directly or indirectly to any SK chairman and Pederasyon before, during and after election.
The holding of organizational meeting or orientation seminar or other similar activities for the SK chairmen and Pederasyon members on dates and places other than specified by the department are also deemed illegal.
Earlier, City Councilor Julienne Baronda scheduled a training-workshop for newly elected SK chairmen supposed to be conducted at a resort in Guimbal, Iloilo from Nov. 30 up to Dec. 2.
Baronda, however, reportedly canceled the conduct of said training-workshop after the DILG guidelines was issued.
