32 projects in Iloilo comply with procurement standards
Thirty two provincial government-funded projects implemented in Iloilo's 12 municipalities were found to have complied with the required standards of procurement, planning and project implementation
This was the result of the on-site monitoring and evaluation of projects dubbed as Transparent Accountable Governance through Monitoring and Evaluation (TAGME) among selected projects that were constructed in 2005 and 2006.
The evaluation spearheaded by the Iloilo CODE NGOs and the Provincial Monitoring and Evaluation Committee which was funded by the British Embassy was conducted third quarter of 2007.
Being compliant means that the construction underwent the bidding process and the project was done based on the specifications found at the program of works.
However, the monitoring team called the attention of some implementers on the proper realignment procedures and the need to have an efficient documentation and filing system.
The team recommended that "the barangay adopt an information system, strengthen the community's access to information and activate the local Bids and Awards Committee (BAC) to integrate people's involvement in the procurement process."
The 12 towns that were chosen as pilot areas for the evaluation and monitoring were Miag-ao and Tigbauan in the 1st district; Leon and New Lucena from the 2nd district; Bingawan, Badiangan and Lambunao, 3rd district; Passi City and Dueñas, 4th district; and Barotac Viejo, San Dionisio and Batad in the fifth district.
The provincial government spent some P132 million for projects implemented in 2005 and 2006; but the team had evaluated only around P6.3 million worth of projects. (PNA)
