SP probe body not giving up on invites for IRC execs
Members of the Committee on Public Order and Safety had decided to give it another try and issue new invites to key personalities in the Iloilo Rehabilitation Center (IRC).
With an investigation underway on the operations and management of the jail, Tuesday's probe saw a no-show on three IRC resource persons headed by Police Senior Superintendent Ricardo dela Paz.
Dela Paz, while serving as the Provincial Director of the Iloilo Provincial Police Office (IPPO), is the concurrent jail warden. The invite was issued for him and two other IRC executives, Security Officer 3 Jimmy Almendros and retired Police Senior Superintendent Roberto Nufable.
All three did not show up on the Committee investigation for failure to get a clearance from Governor Niel Tupas Sr.
Dela Paz in an official excuse slip said "under existing procedures," he was sorry not to comply with the investigation since Tupas did not allow him to.
"Under existing procedures, the undersigned needs such authority before he can respond positively to invitations from the Sangguniang Panlalawigan," excerpts of the Dela Paz excuse slip went. The letter was addressed to First District Board Member Richard Garin, chairman of the Committee on Public Order and Safety, main committee tasked to conduct the investigation.
Committee sources told The News Today (TNT) the investigation pushed through with more inputs gathered from former IRC warden, retired Police Senior Supt. Juan Mabugat.
A consensus was then reached for the body to issue another invite this time to be coursed through the governor. No further comment was reached from committee members present in Tuesday's deliberations.
The Legislative investigation was triggered by the February attack made on an inmate by two other fellow inmates. With the incident as primary subject, the committee decided to use the matter as opportunity to take a deeper look on the operation and over-all jail management.
