Cantiller: LTO's AO 2008-015 arbitrary and impractical
ROXAS CITY – Provincial Board Member Baden Cantiller dubbed as arbitrary and impractical Land Transportation Office's (LTO) Administrative Order No. 2008-015 prescribing the rules and regulations for the use and operation of motorcycles on highways.
Cantiller said AO 2008-015 might not be applicable to the far-flung barangays of Capiz.
Cantiller, chair of the Sangguniang Panlalawigan committee on transportation and communication, delivered his privilege speech in yesterday's regular session.
Cantille clarified that he does not intend to question the intention and the good motivation of the order which he said is for the public interest and welfare and for the safety of the passengers of motorcycles.
However, he ordered the consistency of the order vis-à-vis other traffic laws.
He said the rules in Metro Manila could not be applied in other areas of the Philippines, especially the rural areas, which have different traffic situations.
"I suppose we have heard stories from Camp Peralta in Jamindan or Ducoton-Maayon route that a driver of single motor could carry a carabao including a single back rider as a commuter," Cantiller said.
Cantiller also cited the excessive fines imposed depending on violations.
"Money making scheme comes to my mind, I hope that this is not the intention of this law considering the cash strapped situation of the present administration," he said.
Cantiller moved that the head of LTO will be invited to the next session to shed light on the said AO.
