Capiz LTO chief snubs SP invite
ROXAS CITY—For the second time around on Thursday, Land Transportation Office (LTO) chief Jun Degollado snubbed the invitation of the Sangguniang Panlalawigan (SP) for him to shed light on the Administrative Order No. 2008-15 or the rules and regulations on the use and operation of motorcycles on highways which was implemented starting September 1.
Last week, Board Member Baden Cantiller moved to invite Degollado in the session to give clarifications on the said Administrative Order after he delivered a privilege speech against the LTO measure.
Cantiller said that his first invitation to Degollado was when he wanted to be clarified about the scheme of registration and licenses renewal at the LTO. Degollado did not appear during the first invitation.
Cantiller, chair of the Sangguniang Panlalawigan committee on transportation and communication, said LTO's AO 2008-15 is arbitrary and impractical.
He, however, clarified that he does not intend to question the intention and the good motivation of the order which he said is for the public interest and welfare and for the safety of the passengers of motorcycles.
Cantiller questioned the consistency of the order vis-à-vis other traffic laws.
He said the rules in Metro Manila could not be applied in other areas of the Philippines, especially the rural areas, which have different traffic situations.
He cited the story of a single motorcycle which carried the carabao as back rider.
Cantiller also cited the excessive fines imposed depending on violations.
"Money making scheme comes to my mind, I hope that this is not the intention of this law considering the cash strapped situation of the present administration," he said.
