Roxas City goes for public service excellence
ROXAS CITY -- The one-year old administration of City Mayor Vicente Bermejo wants to further enhance its service delivery efforts by pursuing a program that calls for public service excellence, which is also the goal of a campaign of the national government highlighted in this month's civil service anniversary celebration.
City Human Resource Management Officer Marilyn Albaran said the city government has started adopting the program called Public Service Excellence, Ethics and Accountability Program (PSEEAP).
PSEEAP seeks to establish within the city government the values of public service excellence, ethics and accountability, improve customer service levels, and enable employees to have a fuller understanding of the relevance of a Public Service Excellence Program in their offices and learn the various phases involved in the PSEEAP implementation.
City Mayor Vicente Bermejo has designated Albaran as the Focal Point Person for the program under the supervision of City Administrator Ronald Amigo.
PSEEAP is a product of the Transparent and Accountable Governance (TAG) implemented by The Asia Foundation with the support of the United States Agency for International Development (USAID), the British Embassy Global Opportunities Fund and League of Cities of the Philippines.
It is part of a program on localizing counter-corruption in six cities in Luzon and the Visayas, which aside from Roxas City also include the cities of Tacloban, Sorsogon, Iriga, Calapan and Santiago.
Albaran said that the heads and selected staff of various departments of the city government have undergone a series of trainings and workshops from May to August this year on the four areas of PSEEAP prior to its implementation by the city government.
These areas are Service Vision and Service Values, Service Audit, Service Improvement, and Basic Customer Service Skills.
Albaran said the program jives with the governance battlecry of Bermejo dubbed "SULONG," which stands for Service Improvement, Urban Management, Livelihood, Organizational Development, and New Governance.
The chief city executive adopted "SULONG" as his battlecry upon assuming the post as mayor of this city last year.
The workshop outputs of the various city government departments were presented during a management reporting activity held last week at the City Hall seminar room in time for the celebration of the 108th anniversary of Philippine Civil Service this month with the Civil Service Commission (CSC) leading the nationwide celebration.
The theme of the month-long celebration is "Republic Service - Kabalikat ng Bayan sa Panahon ng Paghamon." (PIA-JSC)
