Capitolville homeowners seek gov't assistance on illegal vendors
BACOLOD CITY -- Officers and members of Capitolville Homeowners Association (CHA) made official its plea for government intervention on proliferation of illegal ambulant vendors.
Spearheaded by Jesse Ho, CHA officer-in-charge, the communication was addressed to Barangay Captain Andre Victor Las Pinas. Copies were likewise furnished to the members of the Sangguniang Panglungsod (SP) with main concern on the association's miseries brought by the purported activities of illegal ambulant vendors. From La Salle Avenue, various trades and wares crowd the area alongside tricycles looking for passengers. The stretch of La Salle Avenue to North Drive on a 24 hour-a day basis sees this blatantly disregard on a city council resolution limiting their entry in the area.
Ho said that said illegal ambulant vendors caused discomfort to the residents. And such because they disregards the rights and welfare of others.
"The vendors with all their goods on display right on the road and sidewalk now constrict the portion of the bridge, USLS and L 'Ecole adding to the misery of the well-meaning residents of Capitolville who have to contend themselves with the never ending traffic problem," excerpts of the complaint went.
To date, the CHO's plea for government action has been referred to the Bacolod Traffic Authority Office (BTAO) and the Committee on Transportation. SP Member Wilson Gamboa Jr. is committee chairman and tasked to come up with appropriate committee action.
CHO added that compounding the problem were the tricycle drivers tagged by the group as disrespectful to the city officials behind City Ordinance No. 436. Passed and approved April 19,2007, the Ordinance clearly defined tricycle routes and time limitation.
CHO went further to give a "comparative comment" cum question - if every resident of Capitol Homeowners Association will also sell goods along La Salle Avenue and release considerable number of unlicensed tricycles in the area, what will become of the situation?
A challenge was hurled to the City Government for protection with the CHO saying the group abide local and national laws and pay their taxes religiously.
Ho also said that the continuing problem at La Salle Avenue creates chaos and disorder. Ho then appealed to all city officials to act on this matter promptly and orderly.
The official complaint was also sent to the Chief of Police Sr. Supt. Ronilo Quebrar and to Senior Inspector Danilo Francisco Police Station 4 Commander. The Letter was officially discussed during the last regular Session with Vice Mayor Jude Thaddeus Sayson presiding.
