SP defers confirmation of CEO head anew
For the second time, the Sangguniang Panlungsod deferred the confirmation of Engr. Llane Opinion as head of the City Engineers Office (CEO). Because of this City Mayor Jerry Treñas scheduled to meet with the members of the legislative body.
Treñas said it is the first time in the history of confirmation of positions of department heads that the recommendee was twice by-passed by the council. Opinion, he said, is a worker and has been in the city government even before he became mayor.
Opinion, a civil engineer, sought the confirmation of the council for her position as chief of the CEO. In the past two regular sessions, the legislative body deferred her confirmation.
Under the Local Government Code, the appointment of department heads requires the confirmation of the legislative body.
Treñas said Opinion is not his appointee but she has been acting as officer-in-charge of the CEO after former CEO head Marito Amatorio opted to retire from the government service. He added he believes in the seniority among the personnel.
The mayor said he exercises "seniority" in appointing department heads. He cited the case of former Councilor Juncae Manikan. He assumed as Civil Registry head without fuss from the council.
There are other department heads whose confirmation were easily approved by the council.
Meantime, the delay in Opinion's confirmation will not affect her function as the OIC CEO chief. It will not cause any delay in all the projects initiated and implemented by the CEO, said Treñas.
