Franco's transfer to NCR held in abeyance
The reassignment of Negros Occidental Police Office (Noppo) Director Senior Supt. Rosendo Franco to National Capital Region (NCR) was held in abeyance following the cancellation of the designation of Supt. Flomar Natuel as officer-in-charge of Noppo.
Senior Insp. Rico Santotome, Noppo's Pubic Information Officer, on Saturday confirmed Franco's relief after the issuance of General Order No. 367 issued by Police Regional Office (PRO) 6 Headquarters dated October 9, 2008.
But because of some unknown circumstances the order was canceled.
Records form the Philippine National Police showed that the order for Franco's transfer to NCRPO was issued by CampCrame on Oct. 9, which incidentally coincided with his 55th birthday.
This is the second time that the transfer of Franco is held in abeyance for unknown reason.
Governor Isidro Zayco, on the other hand, said he has not received a list of nominees from Camp Crame, from which he will choose the successor of Franco, although he confirmed that some senior police officials have already submitted their respective credentials to him.
Among them are Senior Supts. Manuel Felix, Victor Agarcio and Melvin Mongcal.
Records showed that Felix is a member of the Philippine Military Academy Class '83 and is presently assigned at the Directorate for Police Community Relations headed by Director Leopoldo Bataoil, former provincial police director of Negros Occidental.
Agarcio, on the other hand, is a native of Hinigaran, Negros Occidental, assigned at the Directorate for Logistics, and Mongcal of Kabankalan City, who used to serve as Iloilo provincial police director, is with the Directorate for Personnel and Records Management, both at Camp Crame.
Under the stint of Franco, the Negros Occidental Police Provincial Office was adjudged best provincial police office in Western Visayas for 2006.
Zayco said he has no criteria set for the successor of Franco and it will depend on the list to be submitted to him by CampCrame.
The Sangguniang Panlalawigan of Negros Occidental and the Association of Chief Executives (ACE) headed by Manapla Mayor Manuel Escalante III, had earlier passed a resolution for the retention of Franco as provincial police director considering his good performance.
Franco served as provincial police director of Negros Occidental for 25 months and rated by Region 6 Police Director Isagani Cuevas as one of the best provincial police directors of Negros Occidental.
